Save the Sister

SO in LOVE with his sis. But, the Question is...How do I stop this guy from constantly hurting this cute lil girl??

I honestly don't think he's intentionally trying to hurt her, let's just say he loves her too much. WAY TOO MUCH. He's constantly in her face trying to make her laugh, sharing his toys (or throwing them at her or forcing her hand to squeeze them), wrapping her up in his blanket (or smothering her face with it), trying to pick her up (and even dropping her on her head once), biting her toes and fingers, laying his whole body on her her to cuddle and even gritting his teeth and squeezing and pulling her limbs. Whew, exhausting even listing it all! He still refers to her as HIS baby. I mean I get the same urge to grit my teeth and squeeze her out of loving her so much but I can resist. At 3 years old, Mr. Intense CANNOT resist the urge. Poor Mia is starting to cry when she sees him coming. He's giving my poor baby anxiety. HELP. PLEASE.

Scare tactics welcome. Do I show him pictures of injured, bandaged babies?? Do I threaten him? Or do I just keep her at my side at all times? Or maybe keep HIM by my side all day?
And the NICE brother. They look SO much alike!
